Cook has been badly missed while sidelined with a rib injury and Rangers looked particularly poor without him at Stoke on Saturday.
Paladini, who recently put a £10m price tag on Cook, told the Gazette: “We struggle to create without Lee Cook – especially with Gareth Ainsworth out as well.
“We've got a team that relies on wingers and it's important we keep Lee. He's very important to us and we've seen that when he's been injured."
The Rangers chairman added: “There are clubs interested in him but we've had no offers and we don't want any because he is not for sale.
“Someone really would have to offer stupid money to get him because that's how important he is to QPR.
“He has two years left on his contract and will be staying here.”
