The 19-year-old is a versatile player who can also operate in defence.
He captained Spurs' reserve side last season, and has made two substitute appearances for Tottenham in the Premiership this season, against Birmingham City and Leeds United.
Marney has already experienced life in Division Two having spent the second half of last season on loan at Swindon, making nine appearances for the Robins.
Ian Holloway is looking to secure his services for an initial period of one month following injuries to Gareth Ainsworth and Kevin McLeod.
Once confirmation is received, Marney will hook up with the Rangers squad tomorrow morning and may well be named as a substitute for the game against Brighton.
Holloway is excited by prospect of his arrival and is sure he will add quality to the squad.
He said: "We've been watching him a long time and with the injuries we've got we're stepping in to the loan market to bring him to the Club.
"He can play on the right side of midfield or at right back, he works hard and he's got a lot of quality.
"He isn't getting a game at Tottenham at the moment and it's the right time for him to come here and help us out. I'm sure his arrival will give us a real boost."
